Policy Agenda 2023-2024
At a Glance
The WCC Policy Agenda identifies policy-related goals to reduce our state's cancer burden and is designed to extend the impact of the Wisconsin Cancer Plan.
The Policy Agenda is developed every two years by the WCC Policy Committee and is closely monitored by the WCC Policy Coordinator. The Policy Committee provides education and recommendations to the Wisconsin Cancer Collaborative membership to help advance the Agenda’s goals.

Policy Goals
Goal 1: Reduce Tobacco Use
- Increase funding for the Wisconsin Comprehensive Tobacco Prevention and Control Program.
- Strengthen policies to restrict youth access and use of cigarettes, e-cigarettes, and other commercial tobacco products, including raising the state smoking age to be consistent with the federal smoking age of 21 years.
- Maintain and expand clean air laws and policies to include e-cigarettes.

Goal 2: Address Alcohol Abuse
- Reduce additional access to alcohol, especially through home delivery.
- Reduce density of alcohol outlets in communities.
- Ensure outlets are not selling alcohol to youth by initiating alcohol compliance checks.
- Require Health Systems and medical professionals to support resources to perform Screen and Brief Intervention, Referral to Treatment screens.

Goal 3: Care for Survivors
- Ensure access to quality and affordable mental health services.
- Establish state advisory councils to address the unique needs of cancer survivors.
- Provide insurance coverage for survivorship services from clinic and support staff.

Goal 4: Cancer and the Workplace
- Implement paid family and medical leave for survivors and caregivers for serious health conditions such as cancer and its treatment.
- Encourage employers to offer paid leave to employees for cancer screenings.

Goal 5: Access to Cancer Care
- Provide coverage and reimbursement of services provided via telehealth regardless of insurance type, including audio-only services.
- Educate decisionmakers on the need for universal access to broadband to receive telehealth services.
- Expand payor coverage of genetic counseling services.

Goal 6: Cancer Prevention Vaccines
- Provide funding for local health departments to administer cancer prevention vaccines at school-based clinics.
- Fully fund the federal Vaccines for Children Program, and Section 317 Programs and Grants.
- Educate dentists on performing oral cancer screenings, and encouraging vaccination against Human Papillomavirus (HPV) with patients.
